本研究旨在探討公立圖書館館員工作自我效能於COVID-19疫情期間創新工作行為間之關係,且研究知覺組織創新氣候是否具調節作用。本研究採問卷調查,發放對象以公共圖書館統計系統與教育部2020年12月底之統計資料,國立圖書館計有3所與六都市立圖書館均屬公立圖書館,其現職編制內館員共計927人,正式發放500份問卷,而實際回收問卷,將回答不完整之問卷視為無效問卷剔除後,共計回收464份,有效問卷回收率92.8%,並使用獨立樣本t檢定、單因子變異分析、相關分析、迴歸與階層迴歸分析,而獲致以下結論: 一、公立圖書館館員工作自我效能、疫情期間創新工作行為及知覺組織創新氣候表現均達中高等程度。

二、公立圖書館館員中專業人員、主管人員、年齡越長、年資及職等越高者其工作自我效能表現較高。 三、公立圖書館館員中專業人員、主管人員、年齡越長者、學歷及職等越高者其創新工作行為表現較高。 四、公立圖書館館員工作自我效能對創新工作行為具正向顯著影響。 五、公立圖書館館員知覺組織創新氣候對疫情期間創新工作行為具正向顯著影響。 六、公立圖書館館員知覺組織創新氣候子構面組織支持、工作挑戰性及工作自主性等對疫情期間創新工作行為子構面構想產生、構想推展及構想實現均具正向顯著影響。 七、公立圖書館館員知覺組織創新氣候在工作自我效能與疫情期間創新工作行為間具正向調節效果。

八、公立圖書館館員知覺組織創新氣候子構面中組織支持、主管鼓勵及工作自主性對工作自我效能與創新工作行為各子構面均具正向調節效果。 綜上,由所獲得之結果,表示組織可藉由訓練課程或知識分享等方式提高館員工作自我效能,進而促使館員提升創新工作行為;亦可藉由凝聚組織願景共識與政策措施提升組織創新氣候,激發並提高館員工作自我效能與創新工作行為。
