在全球化的浪潮下，隨著新興技術的興起，近年各國相關法規以推動創新型新創事業發展的相關政策及法規，在台灣及台北市創育機構輔佐新創事業並提升創新創業環境的發展的主要手段之一，藉由創新中介機構的幫助以輔佐新創事業解決新創事業創新差距之問題，並能有效建立產官學研之鏈結在企業成立初期顯得至關重要。本研究以五種空間類形(自造者空間、共同工作空間、育成中心、加速器及創業基地)及四種主要之經營者類型(企業/法人/政府/學校)探討台北市創育機構如何幫助新創事業在創新創業環境中發展，並在中觀層面上探討不同經營者類型的創育機構間的差異，並試著解釋創育機構在創新中介之中的作用，在宏觀層面上試圖以多尺度創新系統的觀點

探討創育機構在整個創新系統中如何受到其他創新系統角色的影響，並幫助新創事業發展。本研究透過文獻分析法、觀察研究法及深度訪談法行實證研究，建立一基於GIS地理資訊系統之創育機構資料庫，並將創育機構在台北市的發展依照空間類形及經營者類型數量變遷，分為五個時期的發展脈絡探討其區位、配置之變化，而該脈絡受到多種要素發展的交互作用影響。本研究透過訪談實證及二手資料作證研究表明，創新創業風潮於本研究所探討的台北市創育機構第四個發展時期逐漸影響創育機構及新創事業發展，而依照其成立原因及發展目標、空間類型及經營者類型差異、產業領域之影響、營運之調整因素、輔導面因素、進駐創育機構之篩選等影響，並對於新創之選址及

創育機構之選址進行探討，再對應於創育機構的創新中介之職能與創育機構在多尺度創新系統框架下的影響。最終討論與建議，在中觀尺度中創育機構，創育機構藉由不同中介職能解決系統差距；在宏觀尺度中創育機構受到不同創新系統間的影響，主要作用於地方，透過網絡連結發展及社群發展多空間尺度的互動學習可能。政府應持續加強制度、法規、激勵機制之調整，而非創育機構之提供，並設立誘因鼓勵創投將新創事業作為投資標的，解決新創早期資金問題。相較於依靠政府補助作為其商業模式之發展依據的創育機構，應盡量藉由創育機構直接投資新創業將新創發展與創育機構存亡發展綑綁，提升新創事業之成長可能。最後，未來建議聚焦於單一創業園區或單一產業技

術領域在台北市範圍內的不同創育機構之探討，因為不同空間類型的創育機構實際上有不同的主要發展模式，因此共同比較時無法過於深入的探討其對於新創事業發展之作用。
